Kuchma Can Seek 3rd Presidential Term
Ukraine’s Constitutional Court, in a ruling that riled the opposition, said President Leonid D. Kuchma could seek a third term because the two-term limit was adopted after his election nine years ago.
The opposition accuses Kuchma of running a corrupt and autocratic system in the former Soviet state. Kuchma has said he has no plans to run again, but many analysts and opposition politicians suspect he wants to prolong his rule. The next elections are in 2004.
