USC is proceeding with a public forum Tuesday to examine proposed changes to federal media-ownership rules even though two Republican commissioners of the Federal Communications Commission backed out so they could lay groundwork for a Feb. 20 vote on telephone deregulation.

The university considered canceling or postponing the event, but decided to proceed at the urging of the FCC. The commissioners said they would try to take part from Washington via video-conferencing.
