Kim Apologizes Over Payments to Pyongyang

President Kim Dae Jung said his government was aware of illegal payments to North Korea ahead of a landmark 2000 summit but allowed the money to go through in the interest of peace on the peninsula. Kim also apologized for the scandal.

He denied that he or the South Korean government made any of the payments.

The Hyundai business group has admitted giving North Korea $186 million but claims that it was part of business deals.

Opponents claim that the money was given to the North, possibly by the government, as “payment” for the summit.
