A state committee reviewing a plan to modernize the city’s power plant is drawing sharp criticism for its support of Duke Energy’s $800-million project.

As the state Energy Commission’s review committee took testimony on the preliminary approval of Duke’s plan Monday, some citizens and officials at the hearing said the new plant would harm the marine environment.

Duke is planning to use seawater to cool its proposed 1,200-megawatt plant.
