Cabinet Meeting Called Off After Rebels Balk

A power-sharing government aimed at reuniting Congo after five years of war suffered a setback when its first Cabinet meeting was canceled over a dispute about an oath for swearing in ministers, officials said.
Ministers from the two main rebel groups had boycotted the swearing-in ceremony, objecting to what they described as an oath of personal allegiance to President Joseph Kabila. The Cabinet meeting was called off while the issue is resolved.
