Fugitive Returned to L.A. From Mexico

A fugitive arrested in Mexico who is suspected of raping and locking up his disabled stepdaughter while living in El Monte was extradited to Los Angeles on Wednesday.
Tito Sosa Dominguez, 59, was arrested in December in Gomez Palacios in the state of Durango and unsuccessfully fought extradition, an FBI spokeswoman said.
Dominguez is accused of raping his teenage stepdaughter, who has cerebral palsy and is mildly retarded, between 1993 and 1997.
