Re “Sun Valley Sets Out to Harness Rainfall,” June 6: If the city of Los Angeles is serious about harnessing rainwater ecologically, then why do the latest building codes require us to conduct all runoff water directly to the street? It seems to me that such regulations can only add to the misery by inflating the costs of construction, swelling the floodwaters in our streets and further polluting our beaches and oceans. Get smart, L.A. Try thinking outside of the box.
