From Times Wire Reports

Raising alarm bells on lawlessness in Afghanistan, a U.N. official said that a third of the country was off limits to U.N. reconstruction, aid and political personnel.

Jean-Marie Guehenno, the U.N. undersecretary-general for peacekeeping, told the Security Council that U.N.-organized elections for next June could also be endangered by the insecurity.

U.N. officials have called for an expansion of the 5,000-strong peacekeeping force staffed mainly by North Atlantic Treaty Organization nations. The troops are restricted to the capital, and the U.S. has opposed expanding their mission.
