Higher Gasoline Prices in California

Are the oil companies ripping off the state of California? You be the judge. Leaving Bullhead City, Ariz., a week ago, I filled up my tank with high-test gas at an Arco station, at $1.67 a gallon. Fifteen minutes later I entered California, and within two miles there was an Arco station, and high-test was $2.07. Can the California gas station explain the difference of 40 cents a gallon? Same company, same high-test gas.

We complain every time gas prices go over $2 a gallon, yet no one bats an eye at paying over $3 for a gallon of milk or a gallon of orange juice? What am I missing here?
