Measure to Send Troops to Iraq Is Delayed

South Korea’s parliament deferred action on a request by President Roh Moo Hyun to dispatch about 700 non-combat troops to Iraq amid rising protests against the U.S.-led war.
Objections to the deployment came both from members of Roh’s ruling left-of-center party and the conservative opposition, which initially supported the move.
