4 Charged in Fraudulent Check-Writing Scheme

Four people were charged with fraud for allegedly conducting a $3.8-million check-writing scheme that involved the owner and two employees of the Mazda/Kia Superstore of La Quinta and the Kia Superstore of Cathedral City and a bank officer.

The Riverside County district attorney’s office charged Norman David Stark, owner of JPS Corp., and the three others, including his brother, Jeffrey Kevin Stark, with 16 felonies, including grand theft, conspiracy and writing insufficient-fund checks.

The investigation was conducted by the U.S. Secret Service Inland Empire Financial/Electronics Crimes Task Force.
