From Times Wire Reports

A grand jury decided against charges in the mine accident that trapped nine men for three days last year, instead urging changes in laws and regulations.

An investigating grand jury found inadequate evidence to file criminal charges in the Quecreek Mine accident, which was blamed on poor maps, state Atty. Gen. Mike Fisher and U.S. Atty. Mary Beth Buchanan said.

After interviewing 38 people and examining thousands of documents, the jury also found the Pennsylvania Bituminous Coal Mine Act, which has regulated mining since 1961, was inadequate, Fisher said.
