How do the TV stations decide when to run campaign ads?

Candidates are allowed to order specific slots for their advertising when they purchase airtime from television stations. Federal regulations require stations to keep a public file of the advertising slots that have been bought by campaigns or political groups. Campaigns sometimes use this information to help decide when they want their commercials to run.
