Screening of Cabbies, Masseurs to Speed Up

Police will begin digitally fingerprinting taxi drivers and massage therapists to speed up background checks.
The policy change is a reaction to a cabdriver getting a license despite felony convictions.
Raymond Richard Whitall, arrested April 2 in connection with two sexual assaults, was a licensed cabdriver despite a record of prior violent felony convictions. Cabbies cannot have felony convictions.
