From Times Staff Reports

The City Council on Wednesday unanimously approved a plan to build 276 apartments on an abandoned subway yard near downtown that had become an unofficial park and graffiti landmark.

A community group had lobbied the city to save the Belmont Tunnel lot as open space, but city officials cited the 55 affordable housing units in Meta Housing Corp.’s proposed plan as more of a need in the dense neighborhood near Glendale Boulevard and 2nd Street.
