A Houston-based energy company has filed an application with state and federal agencies to operate a $300-million liquefied natural gas plant off the coast, officials said Thursday.

The Crystal Clearwater Port wants to use a decommissioned oil platform about 11 miles offshore to receive cooled gas from ships. The gas would be reconverted to vapor form and piped onshore.

The project would provide a significant source of natural gas. Critics have cited safety, environmental and security concerns.
