From Times Wire Reports

President Vicente Fox said most Mexican migrants who would benefit from immigration reforms proposed by President Bush don’t want to become U.S. citizens. “What they are interested in is having their rights respected,” Fox told reporters. “These workers are not going to become American citizens, nor do they want U.S. citizenship.”

Many immigration activists have criticized the proposal for not providing for amnesty and eventual naturalization.
