Judge Wraps Up Probe of Alleged Terrorist Cell

Spanish Judge Baltasar Garzon said he had completed his investigation of an alleged Al Qaeda cell accused of helping plan the Sept. 11, 2001, attacks but did not disclose his findings.
A three-judge panel at the National Court will decide whether to go to trial, court officials said. Garzon indicted 35 people last September on terrorism charges, including Osama bin Laden and nine others the judge accused of helping plan the Sept. 11 attacks.
