Notorious Young Killer Is Freed on Probation

A man who had decapitated a boy and bludgeoned a girl to death when he was 14 was freed on probation after 6 1/2 years in a reformatory.
The 1997 killing in Kobe, a city in western Japan, prompted lawmakers to lower the age at which juveniles could be prosecuted for crimes from 16 to 14.
