Diplomatic Ties With Cuba Nearly Severed

Mexico announced that it would recall its ambassador from Cuba and expel the Cuban ambassador from Mexico, saying the communist-run island has meddled in its affairs.
Officials stopped short of cutting off diplomatic relations, but reduced the relationship to the level of charges d’affaires.
Bilateral relations already were chilled by Mexico’s recent vote against Cuba’s human rights record at the U.N. Human Rights Commission in Geneva, and by Cuba’s public declarations regarding a political scandal in Mexico.
