Developers have abandoned a controversial plan to transform the former Glendale Federal Savings & Loan Assn. annex into condominiums.

The Glendale City Council voted 4 to 0 Tuesday night to accept a decision by Nicholson Vertex II LP to withdraw its request for variances related to the project.

The partnership, citing delays caused by preservationists, said it now planned to rehabilitate the property for use as office space.
