Refugee Commissioner Denies Harassment

Ruud Lubbers, U.N. high commissioner for refugees, denied that he had sexually harassed a staff member, in a statement issued through a spokesman in Geneva.
“The complaint refers to a meeting in my office on Dec. 18, 2003,
Five other staff members were present when the harassment allegedly occurred, the statement said.
