Fresh fighting broke out in Congo’s lawless east as regular army units battled a column of about 1,000 unidentified armed men north of the border town of Bukavu, U.N. officials said.

The clashes came as top government officials arrived in the region to hold talks with rival army factions after days of violence that killed at least 13 people, including seven civilians and a U.N. peacekeeper.
