The NAACP announced it was refusing to comply with an Internal Revenue Service investigation into its tax-exempt status that was launched last year after its then-chairman criticized the Bush administration in a speech.

The National Assn. for the Advancement of Colored People’s interim president, Dennis Haynes, said the probe, ordered weeks before the presidential election, “was clearly motivated by partisan politics and intended to divert us from impartial voter registration.”

The IRS said its investigation aimed to determine whether Julian Bond violated federal regulations barring certain tax-exempt organizations from engaging in most forms of political activity. The agency sought a copy of Bond’s speech and certain financial documents.
