Chirac Replaces Minister in Post-EU Vote Shuffle

French President Jacques Chirac dismissed Foreign Minister Michel Barnier in a government reshuffle intended to win back voter confidence after voters turned down the proposed European Union constitution in a referendum Sunday.
Philippe Douste-Blazy, a former health minister who is loyal to Chirac but a novice in international affairs, replaced Barnier.
