The International Criminal Court at The Hague said it had begun investigating allegations of war crimes in Sudan’s Darfur region, where an estimated 180,000 people have died in the conflict. The court has a list of 51 potential suspects.

The government in Khartoum, accused of trying to intimidate international aid workers, indicated that it would not cooperate with the tribunal.
