Re: “Russia, Iran Sign Pacts on Nuclear Plant,” Feb. 28: How did this happen when the U.S. has long opposed the sharing of nuclear technology with this “axis of evil” country? Easy. The people in Washington thought it might get some votes at home to humiliate Russia by having Bush lecture Putin in public about the shrinking democracy in Russia. Besides not being embarrassed by the irony of that criticism, no one in the Bush administration could see a few days ahead to its effect on the widely reported negotiations between Russia and Iran. Aggressively stupid.
