Re “Settlement Plan Disappoints Palestinians,” March 22: Israel’s plans to construct 3,500 houses in Maale Adumim east of Jerusalem severely undermines the ability of the new Palestinian leadership to create a viable state by dividing the land and separating the people into isolated and disconnected cantons reminiscent of the apartheid-based bantustans of South Africa.

President Bush now has an opportunity to display his commitment to the ultimate goal of a viable Palestinian state living in peace with its neighbors by applying our country’s immense political and economic power to ensure that Israel lives up to its obligations under the “road map” peace plan.
