The U.S. Treasury on Monday announced its semiannual changes to savings bond rates. Newly issued EE bonds will earn a fixed rate of 3.5% for the life of the securities. Floating rate EE bonds issued from May 1997 through April will pay 3.42% through October. Newly issued Series I inflation-indexed bonds will pay 4.8% through October.
