Parties Unite to Push for a Restored Democracy

Seven Nepalese political parties announced a plan to work together to restore democracy, seeking to reinstate the country’s dissolved parliament and reform the constitution to limit the king’s powers.

King Gyanendra seized power Feb. 1, declared a state of emergency and suspended most civil liberties, saying that successive governments had failed to quell a communist insurgency. The emergency was lifted last month, but the king still rules the country through a royal council of appointed ministers.
