Seoul Resumes Talks With North Korea

South Korea promised a major new proposal if North Korea returns to six-nation disarmament negotiations, as the rivals began their first face-to-face talks in 10 months.
Held in the border town of Kaesong, the resumption of dialogue between the nations was the first potentially positive development since February, when North Korea said it had nuclear weapons and would boycott talks until the U.S. dropped what Pyongyang called hostile policy.
The talks resumed for a final session today.
