Talks Between Sri Lanka and Rebels Collapse

Talks in Olso intended to shore up a cease-fire in Sri Lanka collapsed before they could start when ethnic Tamil Tiger rebels refused to sit down with government officials.
Both sides sent delegations to Norway for what was to have been two days of talks on security issues concerning the team of 60 cease-fire monitors from Nordic nations deployed in the island nation south of India.
