Islamic Militias, Rival Fighters Sign Cease-Fire

Islamic militias and rival secular fighters signed a cease-fire aimed at ending eight days of fighting that has killed at least 142 people.

Somalia has had no effective central government since 1991. A U.N.-backed interim government has tried to assert control from Baidoa, 140 miles northwest of Mogadishu, because the capital is considered unsafe.
