Safe landmine
Re “Tiptoeing around landmines,” Opinion, Jan. 3
When President Clinton knuckled under to the Pentagon and didn’t sign on to the Ottawa Convention to ban landmines, it was to me one of the big failures of his administration. Now that the U.S. has developed a landmine that won’t kill innocent civilians, the Defense Department decides that it wants the flexibility to disable the very feature that makes it safe. If only we had a president with the integrity to overrule the Army and make a humanitarian achievement that would save thousands.
