Charles W. Maynes, 68; diplomat and editor of Foreign Policy magazine
Charles William Maynes, 68, a longtime editor of Foreign Policy magazine and a former assistant secretary of State, died of cancer Saturday at his home in Chevy Chase, Md.
The magazine, an influential foreign policy journal, is published by the Carnegie Endowment for International Peace, a private think tank. He served as its editor from 1980 to 1997.
“Of all the things he did, foreign policy was where his heart was,” said Moises Naim, who succeeded him as editor. “He was lucid, forward-thinking and imaginative.”
From 1977 to 1980, Maynes was assistant secretary of state for international organization affairs in the Carter administration.
Maynes was born Dec. 9, 1938, in Huron, S.D. He earned a bachelor’s degree in history from Harvard University in 1960 and attended Oxford University as a Rhodes scholar, receiving a master’s degree in politics, philosophy and economics.
Early in his career, Maynes spent nine years in the foreign service, with postings in Laos and the Soviet Union. At his death, he was president emeritus of the Eurasia Foundation, which assists countries of the former Soviet Union.
