From the Associated Press

North Korea said Friday that it might increase its “self-defense deterrent,” a term it has used for its nuclear program. It cited U.S. plans for a missile defense system.

The world was looking for a positive sign from North Korea because a banking dispute with the United States was on the verge of resolution.

North Korea has refused to act on its February pledge to shut down its nuclear reactor until it gets access to $25 million that had been frozen in a Macao bank blacklisted by the U.S.

U.S. envoy Christopher Hill said the funds were in Russia today but technical problems were delaying transfer to North Korea’s accounts.
