Re “LAPD puts cats on patrol,” Dec. 29

What basis does The Times have for the assertion, “Feral cats cannot be turned into house pets”? The article does not cite any source as establishing the validity of the assertion. I have had as house pets two cats that had been long-term feral cats, and they were both exceptionally well-behaved and loving pets. Is this assertion just another well-accepted “fact”?
