Senate Democrats outlined plans to overhaul the nation’s immigration laws, including a requirement that workers verify their identities through fingerprints or eye scans.

Speaking on the eve of a White House summit with congressional leaders on immigration, Sen. Charles E. Schumer (D-N.Y.) said that a national system to verify work documents was necessary because Congress had failed to crack down on unscrupulous employers and illegal immigrants with fake documents.

He said legislation should secure control of U.S. borders within a year and require that illegal immigrants register and “submit to a rigorous process to convert to legal status.”

A senior White House official said Obama was open to Schumer’s proposals.
