When the wetter-than-usual El Nino weather system finally does arrive in the Southland -- it’s currently forecast to ramp up in January – function will no doubt trump fashion in many a wardrobe decision. But, looking back through history, that’s not such a bad thing since inclement weather – not just rain but also extreme cold and swampy heat – has given rise to many of the staples in the global closet.
