North Korea in recent weeks has cut economic ties to South Korea, declared its decades-old armistice invalid, vowed to restart a nuclear reactor and threatened to attack the United States. In June, Pyongyang said that if the U.S. is “sincerely interested in keeping the peace and security in the region, including the mainland United States,” the two countries should hold high-level talks.
