Advocates hail ruling that restricts criminalizing homeless sleeping; Garcetti sees 'not much' effect on L.A.

A federal court ruling this week restricting when cities can arrest homeless people for sleeping on the street will have little effect on L.A., which has not been enforcing such rules at night, the mayor said. It could affect rules in dozens of municipalities in the West.
