In the wake of voter registration fraud allegations in San Bernardino and Orange counties, state Sen. Debra Bowen (D-Redondo Beach) amended a bill Wednesday to ban so-called bounty programs that pay for each signature or registration collected.

The California Republican Party this week suspended its fee-based voter registration program while prosecutors in the two counties investigate thousands of flawed registration forms submitted by private firms hired by the GOP. The bill, SB 1047, is in the Assembly Appropriations Committee.
