Top 10 foreign cities with the most American arrests in 2008

The data here represents data from the U.S. State Department of statistics requested by the Los Angeles Times. The time period monitored is from October 2007 to September 2008.

10. Nuevo Laredo, Mexico

Mexico has six of the world’s top 13 cities for American arrests. But the State Department tally shows arrests in Guadalajara fell from 416 in 2006 to 50 in the latest period.

In Nuevo Laredo, arrests fell from 359 in 2006-07 to 69 in 2007-08.

With the presence of a U.S. Border Patrol helicopter overhead, a would-be border jumper splashes back toward the Mexico side of the Rio Grande River at Nuevo Laredo.
