I have an idea for solving California’s budget impasse.

Swapsies.

We trade with New York state’s legislature. Send off all the data, all the paperwork on the California budget to Albany, and let their legislature work on our budget. And if they get stuck with theirs, we can return the favor.

Press clubs do this all the time. They send their contest material to other states and other press clubs to blind-judge the local product, as cross-country courtesies to one another. LA judges Chicago, New York judges LA, San Francisco judges New York. Very neat.

At its most sinister, think of it as the Hitchcock film, ‘Strangers On a Train’’ -- criss-cross murders, no connection and no motive between the victim and the killer. What would our budget would look like in the hands of disinterested lawmakers from a different state?

Oh c’mon, let’s try. What have we got to lose, except yet more time?
