Details emerge of Schwarzenegger’s budget plan

Gov. Arnold Schwarzenegger is less than two hours away from releasing his revised spending blueprint for the next 12 months, but some details are beginning to slip out.

The Sacramento Bee reports that Schwarzenegger’s plan will include moving some state prison inmates to county jails -- a move that will shift incarceration costs to local governments and could lead to some inmates being released earlier than scheduled.

The plan would give counties $12,000 per inmate per year to cover the costs.
