A judge has overturned an Alpine County initiative approved at the polls in 1983 that would have blocked construction of a new sewage treatment plant at South Lake Tahoe. Superior Court Judge Don Howard of Amador County agreed with the South Tahoe Public Utility District that the issue had been decided by an earlier court action. In that case, a court refused to certify a referendum on the same question. Lawyers for environmentalists said the ruling will be appealed. The initiative required the South Tahoe district to maintain a high level of treatment.
