Congress meets in joint session today to count the votes of the Electoral College and formally declare President Reagan and Vice President George Bush reelected in the final act of the 1984 election. Bush, in his constitutionally mandated role as president of the Senate, will preside over the session and announce his and Reagan’s election to a second term.
