Leon Williams was unanimously elected chairman of the Board of Supervisors on Tuesday. Traditionally, the job of board chairman is rotated by district each year, and 1985 was no exception. As the District 4 representative, it was Williams’ turn to assume the largely ceremonial post. Paul Eckert, the supervisor from District 5, was named vice chairman. Under the rotation system, Eckert will become chairman in 1986. Williams, a member of the San Diego City Council until his election to the Board of Supervisors in 1982, succeeds retired Supervisor Tom Hamilton as chairman.
