Air safety investigators urged the Federal Aviation Administration to order that all Embraer 110 Bandeirante commuter planes be grounded to check again for possible structural weaknesses in the tail section. Concern about the 19-seat aircraft was raised when one of the planes, belonging to Provincetown-Boston Airline, crashed Dec. 6 when the tail section broke off shortly after takeoff from Jacksonville, Fla. All 13 persons aboard were killed. Officials estimate there are about 130 of the Brazilian-made commuter aircraft in operation in the United States.
