Gen. Paul F. Gorman, the Army’s top officer in Central America and an architect of U.S. policy there, will retire within a few months, a Pentagon spokesman said. As head of the U.S. Southern Command in Panama since May, 1983, Gorman, 57, has been responsible for carrying out the Reagan Administration policy of countering leftist revolution.
